Northrop Grumman Innovation Systems designs, builds and delivers space, defense and aviation-related systems to customers around the world. Our main products include launch vehicles and related propulsion systems; missile products, subsystems and defense electronics; precision weapons, armament systems and ammunition; satellites and associated space components and services; and advanced aerospace structures.

This position is for a Manager of Engineering role within the NGIS Integrated Operations directorate. The selected candidate will be based in Houston, TX and will manage the Houston Mission Operations department supporting the Space Systems Group. This Manager receives general strategic, business, and administrative direction from the Director of Integrated Operations and has authority to make decisions and recommendations that have a far-reaching impact on extensive new business, design, development and mission operations support. 

The selected candidate is expected to be self-directed and leverage previous experience to both lead Mission/Cargo Operations, systems development, integration/test, and on-orbit checkout & testing activities. The functional and personnel management duties are expected to be roughly quarter time, with higher levels required during annual reviews and other personnel milestones. Thus, the selected individual will be expected to perform a significant amount of direct program and/or proposal support. 

RESPONSIBILITIES

              
- Lead technical-staff planning, assignments, career development, performance assessments and compensation management activities for the assigned Integrated Operations staff

- Coach, support and motivate a high-performing team within Integrated Operations
- Lead peer reviews as well as support formal program and proposal reviews.

- Identify the skills & experience needed for program execution and lead the recruiting, hiring and training of new staff

- Set and promote high standards for quality and safety; foster engagement for technical excellence
- Direct and review the work of Houston-based Integrated Operations staff, ensuring its completeness, accuracy and adherence to established SSG engineering processes and technical procedures.

- Support new business development, including review of technical and cost volumes, detailed Basis of Estimates using established Work Breakdown Structures and related new business activities
- Direct and coordinate the development of system requirements and specifications for various systems through multiple program phases.

- Ensure that appropriate ISO processes are followed throughout system development and operations

- Support pre-proposal analysis, proposal development, mission and system analysis, specification and interface development, design review, testing, problem resolution and customer interactions

- Prepare weekly status reports and periodic technical reports for senior management to document individual and collective program(s) and pursuits status

- Perform technical DECA (Designated Export Compliance Administrator) duties (as required)

- Support EVMS baseline generation, tracking/maintenance and variance analysis (as required)

- Perform related management duties as assigned by the Director, Integrated Operations.

SUPERVISORY RESPONSIBILITY

This Manager role requires functional personnel management of over 10 - 20 system engineers and/or related subject-matter experts. 

WRITTEN AND VERBAL CONTACT

The candidate will work with cross-discipline team members and therefore must have excellent communication skills, presentation experience and the ability to work seamlessly with a diverse community of engineers and managers to achieve the goals of the systems team. The candidate must have the ability to build consensus and resolve conflict.

 REQUIRED EDUCATION & EXPERIENCE


Must have a Bachelor’s degree or higher in Systems or Aerospace Engineering or related field.  Extensive experience in spacecraft / cargo operations and operations development.  Minimum of 15 years of experience (or 10 years with a Master’s degree) in real-time operations, operations development and/or cargo operations, including 3-5 years of functional or project team leadership positions. Strong interpersonal and communication skills are required.

DESIRED EXPERIENCE

- Functional engineering management in aerospace

- System engineering requirement/verification tools and processes

- Experience with architecture and CONOP development

- Development and maintenance of interface control documents and related processes

- Space system testing and evaluation (flight and ground testing)

- Personnel development, performance assessments, mentoring and conflict resolution

- Spacecraft Mission Operations for launch and on-orbit test & verification commissioning, including the development of operations procedures.

- Understand of real-time ground systems is desired.

- Existing NASA NAC-I is desired.
