Our main products include launch vehicles and related propulsion systems; missile products, subsystems and defense electronics; precision weapons, armament systems and ammunition; satellites and associated space components and services; and advanced aerospace structures.

We are currently seeking a Safety and Mission Assurance Engineer to join our team at our facility on the Eastern Shore of Virginia in the local vicinity of NASA’s Wallops Flight Facility.

Summary of Duties and Responsibilities:

  • Preparation and achievement of safety packages including:
    • Preliminary Hazards Assessment
    • Range Safety Data Package
    • Flight Worthiness Assessment
    • Responsible for Institutional Safety compliance
    • Review and analyze program development documentation for new and ongoing programs
    • Review fabrication and test plans for safety issues and assure that safety requirements for both human and property precautions are implemented, monitors results
    • Prepare materials for presentations and participate in design reviews, technical interchange, milestone meetings, team meetings, and related meetings
    • Oversee and support operations, including during field operations at launch sites
    • Review procedures and reports results to the Mission or Operations Manager
    • Maintain AED, PPE, safety council meetings, and other institutional safety issues
    • Ensure all Contractor work is performed in accordance with applicable SMA requirements
    • Responsible for NCR and MRB activities
    • Perform regular audits of SMA practices; ensure corrective action is taken in response to any issues
    • Communicate frequently with Government S&MA counterparts and collaborate on process improvement activities
    • Verify that respective Quality Management System (QMS) processes and procedures and work instructions are used; perform any as necessary
    • Ensure specifications, presentations, and reports supporting the above activities are adequate for internal and external support
    • Perform monthly facility walk-through and review for safety compliance
    • Provide support in the areas of configuration management and engineering data management to ensure that engineering change notices / proposals, deviations, waivers, drawings, drawing change orders, and drawing revisions are properly managed, and addressed
    • Provide a detailed working knowledge of Government regulations and standards for Configuration Management (CM) / Documentation Management (DM)
    • Design and implement forms to be used in requirements control, configuration control, and data management systems
    • Administer project requirements in configuration change control, configuration management, and data management systems
    • Coordinate, record, and document Configuration Management System (CMS) activities. Coordinate, record, and document activities of the CMS
    • Design, implement, audit, and update CM data management systems
    • Evaluate contractor’ and subcontractors’ schedules, documents, drawings, and other configurable items with respect to configuration management requirements; monitor other contractors’ and subcontractors’ activities and making recommendations for solutions to issues
    • Track Configuration change requests, document control, collect review comments; coordinate MRB (Material Review Board) meeting; identify and collect data associated with configuration management system and maintain database
    • Specialized training in configuration management policies and procedures. Error analysis and data filtering techniques
    • Perform other related duties as assigned or required

Specific Requirements/Licensing

  • Background in NASA and/or DOD launch vehicles and/or satellite systems and experience with designing / assessing / evaluating components, subsystems and major systems; development and test of components, subsystems and systems
  • Safety and Mission Assurance Coordinator: Knowledge of industry safety and mission assurance requirements.
  • Ground Safety Coordinator: Detailed familiarity with requirements of RSM. Knowledge of rocket launch operations Understanding of RSM requirements pertaining to vehicle electrical and electronic circuitry. Knowledge of hazardous material handling procedures and precautions. Knowledge of storage and shipping procedures and requirements for rocket motors and other components
  • Must have excellent customer communication, interaction and presentation skills
  • Understanding of electronics and mechanical component acceptance requirements, component and vehicle assembly procedures, vehicle inspection requirements, and safety procedures and practices as they apply to suborbital rockets; specific knowledge of the range safety policies and criteria delineated by RSM and related directives
  • Operational Safety Specialist certification in many if not all of the following areas: pressure, lifting, mechanical ordnance, cryo, and chemical
  • Ability to train and direct others in quality assurance procedures
  • Demonstrated Quality Assurance / Quality Control management ability
  • Experience with systems safety engineering involving systems and facility safety engineering analyses and risk assessments in systems/facility engineering or systems safety engineering with emphasis on safety analysis
  • Knowledge of Word, Excel, and Windows is required
  • Knowledge of CM activities inherent to sub-orbital vehicle design and development is required
  • Proficiently uses applied database, word processing, graphics software programs
  • Ability to analyze, plan, control, and report the status of all contractually delivered documentation and to administer configuration management support operations on one or more assigned programs

  •   Crimp, Cable, and Harness Certification per applicable   standard
  •   Electrostatic Discharge (ESD) Control per applicable   standard
  •   General Safety Awareness, IT Security,   Environmental Compliance, and Personnel Safety and Health
  •   Mate / Demate per applicable standard
  •   Hazardous Materials Handlers (see Safety and   Health Plan)
  •   High Pressure Operations per applicable   standard
  •   Operations Safety Supervisor per applicable   standard
  • Ordnance        / Pyrotechnics Certification per applicable standard
  • Soldered        Electrical and Electronic Assemblies per applicable standard


Minimum   Education Required

  •   Bachelor’s Degree   in Engineering or Science


Minimum   Experience Required

  •   Engineer – Minimum 2 years


Additional Desired/Preferred Requirements/Responsibilities

  • Perform conformance verification of products manufactured in Machine or Electrical Shop
  • Prepare for inspection of product through use of controlled, calibrated, measuring equipment
  • Utilize ability to interpret drawings, sketches, blue prints, manuals, and specifications to determine critical dimensions and insure that documentation is not requiring unobtainable or non-required tolerances
  • Performs in-process inspection as well as process/machine setup verification as required (limited to evaluation of product, setup, and processes only)
  • Use of QA and QC testing equipment is desired
  • Ability to interpret manufacturing drawings to determine compliance of individual parts with drawings
  • General knowledge of tolerance requirements for machine shop products to evaluate conformance of products manufactured in a machine shop environment in compliance to ANSI Standards, NASA specifications, or other provision cited as drawing conformance requirements, or the soldering and harness production standards for the electrical shop
  • Control, track, and prepare material needs based upon mission master schedule
  • Support requirements outlined in the Federal Acquisition Regulation Manual (FAR), Northrop Grumman Government Property Management procedures, and established ISO-9001 policies and procedures
  • Receive and issue materials from inventory
  • Assist in maintaining stock records using computerized database that reflects the transactions accomplished relative to ordering, receiving, costing, storing, issuing and returning of materials and supplies
  • Initiate replenishment action to maintain balances at authorized levels and regularly checks status of back orders
  • Prepare records of payload components shipped to and returned from various ranges
