Job Description:

The Senior Subcontracts Administrator establishes, maintains, and monitors agreements with subcontractors of significant program criticality.


Subcontract Structure & Business Terms

  • Establishes, maintains, and monitors subcontractor agreements that support program technical, cost, and schedule requirements
  • Recommend price (based on market, business strategy, program objectives, and cost)
  • Manage subcontract source selection and negotiation
  • Endorse final price and subcontract terms
  • Resolve subcontract execution issues
  • Direct/request subcontractor proposal preparation via RFI/RFP's instruction

Financial Performance

  • Deliver profit through effective subcontract management
  • Deliver return on investment, return on assets allocable to subcontracting
  • Manage cash flow through development and maintenance of effective subcontract payment milestones
  • Control costs of subcontract through oversight
  • Manage subcontract risks
  • Provide subcontract support to the program to generate sales
  • Integrate program financials with business objectives


  • Apply Import/Export regulations such as ITAR, EAR, DDTC registration etc.
  • Apply security regulations concerning vendor visits or sharing information.
  • Apply government contract requirements such as FAR, DFAR, ISO, NASA, CPSR, MMAS, DCAA, SOX, etc. to appropriate agreements
  • Support auditing processes such as DCAA, CPSR, internal, etc

Supplier/Subcontractor Management

  • Manage subcontractors and strategic teammates and manage internal company functions
  • Identify and initiate teaming opportunities
  • Work with domestic and international suppliers

Technical Performance

  • Drive Technical excellence by working closely with Program and subcontractor engineers, setting program standards, challenging threats, balancing risk, and delivering performance
  • Ensure quality assurance in all subcontracts

Program Execution

  • Communicate linkage of overall program and subcontract objectives and establish compatible long-range vision and strategy for strategic subcontracts including strategic agreements
  • Oversee subcontract program planning and execution through applicable phases to support prime program requirements: concept, exploration, engineering development, advanced development, production, sustainment, retirement, etc.
  • Meet company and customer requirements by providing the linkage among customer, subcontractor, program management and internal support functions
  • Drive timely and clearly communicated program decisions and recommendations
  • Ensure program-wide focus on safety, reliability, cost, and schedule and adequacy of systems, procedures, people and selection of companies (companies, strategic partners) for long term success
  • Generate application of six sigma and lean principles and tools
  • Challenge business impediments to excellence and continuous improvement
  • Drive data based decision making

Program Schedule Management

  • Oversee the development of a subcontractor program plan and critical milestones compatible with overall program schedule
  • Meet master program plans and schedules identifying and assigning subcontractor risks, and initiating necessary corrective action to help maintain overall program conformance

Program Team Management

  • Structure and oversee a team to ensure maximum performance for each subcontract
  • Set subcontractor role and performance expectation, and provide ongoing performance feedback
  • Provide overall leadership and direction to the subcontractor program teams

Required Qualifications:


  • BA in Business or SCM preferred but not required

Technical Skills:

  • Continuous improvement tools such as PES, Lean Six Sigma
  • Cost/price and best value analysis
  • Negotiation
  • Earned value management system (EVMS)
  • Cost accounting standards (CAS)
  • Data-based decision methods


  • Evaluate and negotiate with subcontractors
  • Establish, maintain, and monitor agreements with subcontractors
  • Integrate subcontractors
  • Resolve disputes with subcontractors
  • Terminate subcontractors
  • Serve on an approval board such as PPCB, MRB, CRB, etc
